We went to this town back in January as well. This area is made up of several very different locations. Around the lake are several hundred minority villages made up of the Bai people. Then there is the touristy old town which has many popular guest houses at the base of the beautiful snowcapped mountains. And the other part is the modern city which is about a 15 minute drive from the old town which has lots of high rises and more and more skyscrapers.
